The document makes reference to the Hurricane Gilbert when it devastated the island of Jamaica in 1988. Since Gilbert's trail of destruction whipped through the country, some national agencies have created special loan programmes for lending money for hurricane victims working in agriculture and working in small business. The manual was created to provide information on how to access that money and receive financing to help someone to re-build. Specially, part I, explains the type of information the funding agency will be looking for. An example of how to fill the form out is found on pages 7-9. Part II refers to rebuilding with credit.es
